EPA Releases MOVES6 Emissions Modeling Tool for Highway Conformity and Motorcycles
Share
The U.S. Environmental Protection Agency has formally released MOVES6, the latest version of its Motor Vehicle Emission Simulator software, through a notice published in the Federal Register with an effective date of October 27, 2026.
MOVES6 serves as the federal government's primary modeling tool for estimating mobile-source emissions across passenger cars, commercial trucks, buses, and motorcycles. State agencies rely on these calculations to develop State Implementation Plans and satisfy regional transportation conformity determinations under federal clean air rules.
The Federal Register notice officially begins a statutory two-year grace period that runs through October 27, 2028. After that date, the use of MOVES6 becomes mandatory for all non-California regional transportation conformity assessments.
These emissions tools carry practical weight for motorcyclists because the calculations determine regional clean air budgets and influence highway infrastructure funding approvals. The specific ways motorcycles are categorized and modeled under MOVES6 impact state-level transportation policy, regional emissions inspection frameworks, and legislative efforts concerning internal combustion engines.
