NHTSA Launches First Overhaul of Federal Tire Safety Standards in 20 Years

The National Highway Traffic Safety Administration announced an official negotiated rulemaking process on October 26, 2026, to overhaul federal motor vehicle tire safety standards for the first time in two decades.

The agency plans to modernize decades-old testing methodologies under Federal Motor Vehicle Safety Standards. Key focus areas include updating endurance tests, rim resistance criteria, and tire strength evaluations. The initiative will also establish formal regulatory frameworks for emerging technologies, including non-pneumatic, puncture-proof airless tires.

To draft the revised standards, NHTSA will form a committee of up to 18 appointed stakeholders. The group will include representatives from tire manufacturers, automakers, safety organizations, and engineering research institutions.

Because motorcycle safety depends entirely on two tire contact patches, revisions to federal testing protocols, modernized load ratings, and standards for airless systems directly influence the future design, reliability, and cost of consumer tires.

The agency is currently accepting public comments and stakeholder nominations under Docket No. NHTSA-2026-1717 for a 30-day period.
